Gaffney is the Cherokee County seat. Anyone doing business in the city, in whole or in part, pays a license fee and holds a business license. The license year runs May 1 through April 30, and the fee is based on gross sales from the prior calendar year.

Each year near the end of March, the city mails applications to every business licensed the previous year. Renew through the state's Local Business License Renewal Center, or call the Finance Department at (864) 487-8505. The full rules are in the Gaffney Municipal Code, published online through Municode.

Contractors use the city's contractor application, listing the job site, type of work, federal ID, SC state contractor license number and total contract cost. The form charges a $60 base tax on the first $2,000 and $3.00 per $1,000 above that, with one base fee per fiscal year. That is exactly double the renewal center's Class 1 rate, which fits the doubled outside-city rate. You also certify that you've given the licensing official a list of every subcontractor on the job. License fees and permit fees can be paid online through the city's payment page, as separate payments. City Hall is at 201 N. Limestone Street. On the state renewal center, Class 1 for 2026-2027 began at $30 for the first $2,000 plus $1.50 per $1,000, and 5% was added from May 1.
