How Holly Hill works

Holly Hill requires a receipt from anyone providing goods or services, even a one-person home business or a rental property. Get it before opening, and check zoning with City staff before you sign a lease. Volusia County repealed its countywide receipt effective January 1, 2024.

Commercial locations and short-term rentals must pass a business fire inspection after the receipt is approved and paid for, and the fire marshal will call you. With a complete application, receipts are usually issued within 48 hours. Fees aren't prorated, no matter when in the year you start.

Renewal notices go out in July and are due by September 30. The City's schedule: 10% in October, rising 5% a month to 25% by January. February adds $50, March $100, and by April it's $250, with cases going to the Special Magistrate.

You can renew by mail, at the City Hall drop box, or in person at Utility Billing. The forms page says online payment isn't available yet. Buying an existing business means surrendering the old receipt with a bill of sale within 30 days; the transfer costs $3 to $25.
