The Port Orange setup

Every business in Port Orange needs a City Business Tax Receipt, even with a state license. In most cases the state license comes first, and applications go through the City's SmartGov portal. Volusia County repealed its own receipt countywide effective January 1, 2024, so the City receipt is the local one.

For permits, state-registered and local specialty contractors go through Volusia County Contractor Licensing. State-certified contractors can opt out, but then bring their license, tax receipts and insurance with each permit application.
