Opening in Ormond Beach

Ormond Beach wants its Business Tax Receipt in hand before you open. Applications go through Tyler EPL in three tracks: commercial, residential (home-based) and outside-the-city business registration. The Building Division processes them alongside permits.

The City charges a $30 application fee across every category. Commercial spaces also have to pass a business fire inspection, which costs $45, before the receipt is issued. Receipts follow the October 1 to September 30 fiscal year.

Home-based applicants prove they own the property, with a recorded deed or a Property Appraiser printout, or supply a notarized authorization from the owner or manager. The home-based checklist puts the first-year total at $82.50, which is the $30 application plus a $52.50 annual fee, then $52.50 a year after that.

Anyone pulling permits in town needs liability insurance naming the City of Ormond Beach Building Department as certificate holder, plus workers' comp or an exemption. One wrinkle: the City's February 2026 checklists still tell applicants to register with Volusia County afterward, but the County's own revenue page says its business tax was repealed countywide effective January 1, 2024.
