Brookhaven sits in DeKalb County, and these rules cover businesses inside city limits. Brookhaven requires a current Occupational Tax Certificate to do business in the city. Before applying, the city asks you to email Planning and Zoning to confirm your address and use, ideally before you sign a lease. All applications, commercial or home-based, go through the GovOS portal; paper, email, fax and in-person filings aren't accepted.

After you submit, the Business Licensing Office has 7 to 10 business days to process the application and emails you when payment is due. The base is $125 plus an employee rate, payable by Visa, Mastercard or eCheck, with a GovOS service fee. Commercial businesses also need an approved Brookhaven fire inspection report or certificate of occupancy.

Certificates expire December 31, and the 2027 renewal window runs January 1 to April 30. A certificate can't be transferred: a new owner applies fresh, and moving within the city means a new application and a fire inspection at the new site. Home-based applicants list themselves as tenant on the lease.
