Winter Garden licensing
Every business operating from a Winter Garden address needs a City Business Tax Receipt before opening, and the City won't accept a P.O. box or mail-center box as the business address. Operating without a valid receipt can add a 25% penalty.
Commercial locations may first need a Land Use Review, which is free but notarized and can take up to 10 business days, followed by a Fire Department inspection. Only after the City receipt is issued do you apply for the Orange County receipt.
Building permits now go through the BS&A online portal. Since January 1, 2026, the Building Department no longer offers walk-in permit service to contractors, and unpermitted work can be charged up to three times the regular fee.
Permit fees are based on project cost, with a $30 base fee for work up to $1,000. Fire inspections can't be booked online; you call the Fire Inspection Division. Owner-builders sign at the counter, where staff notarize for free.
